How serious is another gas war?

The problem arose between  two countries, Ukraine and Russia. This problem is not new. The fact is that Ukraine last year consumed less gas and therefore they planing less to buy from Russia. They had to buy gas  more, by prior arrangement.According to the 2009 agreement between Gazprom and Naftogaz, Ukraine has to buy from Gazprom at 52 billion. cubic meters of gas per year.  Ukraine bought  only 32.9 billion. cubic meters of gas last year.
Can you imagine dear reader, that in order to shop in the supermarket, you will need first  to sign contract with a supermarket. In that contract it will be told, that you will be able to shop, but you know, you have to spend not less than 100 U.S. dollars, either you are not welcome. Well if I am very hungry and not very prudent, I can sign a contract. But at least in the western world such agreements exist, or not? I'm staying Lithuanian themselves and attribute myself to the western world. So I go shopping in to western shopping center, for example Maxima.Well, the Russian Gazprom is not a Western supermarket. This company beleves that  the goods what they offered is so good, and the conditions that may cause such basically what they want. Is not this country paradise of fossil technology installers?So Gazprom rascals Ukrainians outside their thriftiness allocated 7 billion. dollars fine for the last year, Ukraine bought less gas than has been committed. Ukrainians do not plan to pay account. Seeing that in Europe there is a precedent. Last year, the claims against the Russian gas monopoly raised in Poland, Lithuania and the Czech Republic. Czech subsidiary RWE Transgas winning a dispute with Gazprom, and RWE Transgas did not pay the fine at a lower purchased gas emissions than it was in the contract.
Gazprom asked gas buyers to sign a contract with the principle according to which the importer is required to pay the entire  gas volumes (regardless of whether they need it or not), or pay a fine. Ukrainian leader has accused its political rival, Yulia Tymoshenko former prime minister, she has concluded contracts unfavorable to Ukraine.  Kiev says paying too much for the gas now.I would say another interesting fact, it is the time than  have been notified  a fine to the Ukraine. Account has been send on the same day, when Ukraine signed a 10 billion. U.S. dollar contract with Shell  on the shale gas project.

Basically the situation in Lithuania exactly the same - every year we are consuming less gas than we are engaged, and we are going to shale gas exploration also. That means this bill  we can get too. Only diferents is that  for such a signed contracts you will not be taken in the prison, as in Ukraine does.
