LNG terminal in Klaipeda

Suppressing Lithuania's energy independence project in Visaginas, for Lithuania the situation is much more difficult at the present. It become important to continue work on LNG terminal in Klaipeda.

What is an LNG ?

LNG terminals have four main functions:
Receiving LNG tankers and unloading their cargo
Storing LNG in cryogenic tanks able to withstand temperatures below -160°C
Degasifying LNG to meet demand
Feeding gas into the national transmission network.

The LNG is stored in double-walled insulated tanks to limit boil-off. These tanks are able to withstand the temperatures of below -160°C needed to keep the gas condensed in a liquid state. The outer walls are made of pre-stressed reinforced concrete or steel.

However, the newly elected government does not show much enthusiasm for large projects. However, there is hope that at least the LNG terminal will appear

The European Union decided to support Finland in the adequate project.

We hope that Lithuania would not give up with his project. In early March of this year Lithuania has signed a long-term liquefied natural gas terminal leasing agreement with Norway. According to the agreement, Lithuania  from 2014 will rent from Norway ship-natural gas storage facility for ten years. This vessel is designed for transportation of natural gas from international suppliers to the gas terminal in Klaipeda. According to Lithuanian data, the total amount of the transaction in a decade will be 1.8 billion litas, but the price is already included cost of maintenance crew, ancillary parts and maintenance. The LNG terminal owners in Klaipeda possibility will insist that Lithuanian market have to buy from the LNG at least 25 percent of all gas which is purchased in Lithuania. If you believe that the price of gas supplied to the terminal will be significantly lower than current, such a move will have a twofold effect. It will lead to descent not only gas prices in Lithuania, but also in competition with Gazprom on prices.  It can be possible to enable the Russian gas price to be lower. But it is clear Gazprom prices can always be lower than the Lithuanian gas terminal proposed. For understandable reasons..It is considered that the lack of  competition in the field has led to the current high prices. Currently, Lithuania is paying the highest price of natural gas in Europe, which is about 100 U.S. higher than the EU average.

Also there is possibility to cooperate between Baltic’s state. This vessel could supply neighboring Latvia either via gas pipelines or by shipping the vessel to the country’s port in Riga.  Vessel could be located in Riga in summer and supply Latvia’s underground storage facility and then relocate to Klaipeda in winter.

Independence @ Klaipedos nafta

Lithuanian ship “Independence” for LNG terminal has left the world’s largest Ulsan shipyard of Hyundai Heavy Industries in South Korea. Posted online newspaper 15 minutes.
The ship owned Norwegian company Hoegh LNG 12 May 2014 has taken over the ship. This is the second of four ordered ships.”Independence” is the most advanced and most efficient equipped boat on the market and plays an important role in the market, in diversification of the energy infrastructure in Lithuania and the Baltic’s states – said Hoegh LNG president Sveinung Stohle. It is planned that it will come to Klaipeda in the late October.
“Klaipedos nafta” has signed leasing 10 – years contract with Hoegh LNG in March 2012. The terminal is expected to be operational 3 December 2014.
These days Lithuania has signed a new contract for the gas supply with Gazprom.Lithuania will receive the gas at a 20% lower price.

On December 6, 2024, the LNG terminal-ship became the property of Lithuania. It was bought by the Lithuanian government for 138 million euros. Until now, the LNG terminal was registered in the Singapore ship register and flew the flag of this country. At the ownership transfer ceremony in Klaipėda on Friday, the Lithuanian tricolor was raised on the Independence.
After the transfer of ownership rights, the Hoegh LNG company will become the Independence operator in Lithuania for a decade.

D. Šilenskis, the head of KN Energies, has said that since the arrival of the Independence, excluding maintenance costs, its benefits to the Lithuanian economy and gas consumers amount to about 160 million euros per year.

After the LNG terminal is registered in the Lithuanian ship register, the country's fleet will increase by as much as 30 percent.
Since the terminal began operating, 79 different LNG-carrying vessels have visited the port of Klaipėda. Most of the gas was delivered from Norway and the USA. Gas also arrived from Trinidad and Tobago, Nigeria, Egypt, Equatorial Guinea, and Algeria.
Independence is used by five countries – Lithuania, as well as other Baltic Sea countries – Poland, Latvia, Norway, and Estonia. The LNG terminal collects more than half of its revenue from foreign customers.

Each company using the LNG terminal, both Lithuanian and foreign, pays a regasification service fee.

The terminal created conditions for the emergence of a natural gas market in Lithuania, and opened the opportunity for the state and its citizens to import natural gas from all over the world.

The Klaipėda LNG terminal consists of the storage vessel Independence, a quay, a connecting gas pipeline and a gas metering station. Independence is permanently moored to the quay and supplies gas to the natural gas transmission system.

An almost 18 km long connecting gas pipeline has been built from the Terminal quay to the natural gas metering station of the natural gas transmission system operator AB Amber Grid.

For more than two years, KN Energies’ share – the LNG terminal maintenance costs – in the security component has been zero, which also reduces the terminal’s operating costs in the security component in Lithuania to zero.

If necessary, the storage vessel Independence can fully satisfy the demand of the Lithuanian gas market.

The maximum nominal capacity of the LNG terminal is estimated to be 33 terawatt hours (TWh) per year. According to data from the gas system operator AmberGrid, in 2023, the amount of gas consumed in Lithuania reached 14.9 TWh of gas.

The Lithuanian-Polish gas pipeline GIPL (Gas Interconnection Poland-Lithuania) became operational in May 2022. It allowed the Baltic States and Finland to be integrated into a single EU gas network. The 508 km long GIPL project was worth approximately EUR 500 million.
